2025 Thomas "Tommy" Rawls Distinguished Owner Award

JEFFREY REINE, DBIA, SENIOR PROJECT MANAGER, GREATER ORLANDO AVIATION AUTHORITY

Jeff Reine’s engagement with design-build began with a simple inquiry to the Design-Build Institute of America (DBIA) while serving at the Central Florida Regional Transportation Authority (LYNX). Recognizing the value of collaborative project delivery, he invited the DBIA Florida Region to conduct an in-house workshop to educate his team and fellow Owners on design-build principles and best practices. This initiative directly led to the successful pursuit of his first design-build project.

In 2018, Jeff further demonstrated his commitment to the industry by earning DBIA certification. Since that time, he has continued to champion education by hosting multiple workshops, helping to expand understanding and adoption of design-build across the region.

Beyond his professional responsibilities, Jeff has taken an active leadership role as a volunteer with the DBIA Florida Region. As a dedicated member of the Central Chapter, he consistently advocates for the value of design-build and works to educate Owners on its benefits, emphasizing collaboration, efficiency, and improved project outcomes.

Most recently, Jeff joined the Greater Orlando Aviation Authority, where he is quickly establishing himself as a trusted resource and advocate for design-build delivery. In this role, he continues to promote industry best practices and advance the effective implementation of design-build.
